TSA Secure Flight Program and Delta Policy   

Delta Booking Rules—Notice of booking violations for Secure Flight Passenger Data for Delta Bookings on Amadeus, Travelport/Galileo, Sabre and Worldspan, AXESS, Abacus, Infini, Topas, Travelsky.

To: All users of the Amadeus, Travelport/Apollo, Galileo,Worldspan, and Sabre Global Distribution Systems (GDS), AXESS, Abacus, Infini, Topas, and Travelsky including, but not limited to, all Delta Air Lines appointed Airline Reporting Corporation (ARC) Accredited Travel Agencies, all Non-ARC Accredited Agencies and Travel Service Providers, all agency affiliates, travel service providers and corporations with a CTD designation, and all non-Delta appointed subscribers to or users of the Amadeus, Travelport/Galileo and Worldspan, and Sabre GDS, located globally and collectively referred to herein as the “GDS Users, and all such GDS's collectively referred to herein as the “Distribution Providers”).

Notice of Secure Flight Data Requirement for Reservations

  • The Transportation Security Agency’s (TSA) Secure Flight Program requires that Delta collect the following additional information from passengers when making a reservation to fly within, into or out of the United States and reservations for point-to-point international flights operated by U.S.-based airlines:
  1. Full Name (required), as it appears on government-issued I.D. approved for use when traveling

  2. Date of Birth (required)

  3. Gender (required)

  4. Redress Number (optional)

Delta may cancel your reservation if the reservation does not include the required Secure Flight Passenger Data (full name, date of birth and gender) at least 72 hours prior to your scheduled departure. This cancellation policy applies to all Delta tickets, including tickets for our code share partners’ flights.

The program allows for an optional redress number for domestic and international flights. Full SFPD must be submitted by Delta to the TSA 72 hours in advance of flight departures for all travel on or after November 1, 2010.

The SFPD program allows the TSA to prescreen additional passenger data prior to departure to ensure a consistent customer experience and better manage the tracking of passenger watch lists.

Re: Secure Flight Passenger Data Fee

Effective November 1, 2010, Delta is implementing a Secure Flight Passenger Data fee for all GDS users (as defined above) who fail to include the required TSA secure flight data in Delta bookings. This mandate applies to all Delta-operated flights. Delta flights are identified by the ‘DL’ booking code. Delta flights where another airline is the marketing carrier and Delta is the operating carrier will show the other airline's code, f (e.g., Delta's joint venture partners: Air France (AF), KLM (KL) and Alitalia (AZ). Delta also holds code share agreements with several carriers where the other airline will sell the segment using its own airline code. In these instances, where another carrier is the marketing carrier and Delta is the operating carrier, the GDS is required to indicate which airline is the operating carrier.

In accordance with the TSA Secure Flight directive, Delta must be 100 percent compliant by November 1, 2010. Therefore, to ensure compliance, as a result of the TSA mandate, the following policies have been adopted for all travel agency bookings:

Booking Policy – Effective immediately, for travel on or after November 1, 2010, Delta’s booking policy is amended to ensure SFPD compliance for travel on all Delta and Delta-coded flights. Failure to provide SFPD data may result in PNR cancellations and booking violation debit memos.

Outlined below are Delta’s new policies and procedures

1. Eligible Agencies and Travel Service Providers

Effective immediately, these policies and procedures apply to all Delta reservations worldwide, regardless of the distribution channel.

3. Subscriber Acceptance

Each GDS user’s acceptance of and agreement to these new terms and conditions is a requirement for the continuation of such GDS user’s appointment as a Delta travel agent, and or continuation of such GDS user’s ability to make Delta bookings through the GDS, as the case may be.

The continued booking of Delta air transportation services and products will be deemed to constitute each GDS user’s acceptance of and agreement to these new terms and conditions, and each GDS user’s first Delta booking on or after October 28, 2010, shall constitute such acceptance and agreement.

Delta reserves the right to modify or amend any of the terms and conditions set forth herein at any time upon notice from Delta.  To prevent such violations, please review the below links that encompasses booking rules and abusive type ticketing practices. Under no circumstances should Delta personnel or Delta-appointed travel agents suggest or solicit any type of abusive ticketing practice that would violate Delta's tariff rules.
