Sanctioned Countries and Carriers    Updated 2017 January 24

The United States government prohibits Delta from providing services and engaging in economic transactions with certain sanctioned countries and carriers. This page is designed to provide you with an overview of the restrictions on booking and ticketing activity implemented by Delta in order to comply with U.S. government sanctions regulations. This overview is not intended to be a complete description of all U.S. economic sanctions programs.  Additional information about these sanctions may be found on the website of the U.S. Treasury Department Office of Foreign Assets Control (OFAC) at:

  • These restrictions apply to all travel agents, including agents located outside of the United States.
  • These restrictions apply to all passengers, regardless of citizenship or place of residence.
  • These restrictions apply to reissues of tickets and award travel.
  • Failure to observe these restrictions or to follow Delta’s policies regarding sanctioned countries and carriers could result in fines and/or termination of travel agency relationship.
  • If you have any questions as to whether a particular activity is prohibited, advise local management and ask local management to contact a Delta Representative.

Cuba

DL Operated Flights: An agent (reservations agent, travel agent, or Other Airline - OAL) may book and ticket on DL operated flights to/from Cuba or any itinerary containing a travel segment into or out of Cuba on a DL operated flight provided: (1) the passenger’s travel purpose meets one of the authorized travel purposes (see list of approved travel purposes below) and (2) the agent and DL collect a certification from each passenger indicating the travel purpose that authorizes travel to Cuba and retain all records for five years.

OAL Operated Flights: The collection and retention of OFAC forms for passengers booked or ticketed on OAL is not currently available, so booking and ticketing of travel to/from Cuba on OAL is not currently permitted by a DL employee, a travel agent or other vendor representing DL. A travel agent, OAL, or vendor acting outside the U.S. and solely for the benefit of a non-U.S. carrier (i.e., not using U.S. carrier ticket stock or including any U.S. carrier operated segments) and not otherwise subject to U.S. law (e.g., being a foreign subsidiary of a U.S. company) may book and ticket OAL flights to/from Cuba.

Ticketing on DL (006): Tickets for travel on OAL operated flights to/from Cuba should never be issued on DL (006) ticket stock.

Returning Cuban nationals

Iran

Booking:  Okay to book a passenger on a Delta or OAL-operated flight when the itinerary includes travel into and out of Iran provided that (1) the itinerary does not include travel on Iran Air, Mahan Airways; YAS AIR / YASAIR Cargo Airline; Aban Air, Caspian Airlines, Meraj Air or any other Iranian carrier or on AL-NASER AIRLINES or SKY BLUE BIRD AVIATION / SKY BLUE AIRLINES / SKY BLUE BIRD FZE (U.A.E-based airlines associated with Iran sanctions) and (2) the itinerary is ticketed in accordance with the guidelines below.  May not book a passenger on a Delta or OAL-operated flight if the itinerary contains a travel segment on Iran Air; Mahan Airways; YAS AIR / YASAIR Cargo Airline; Aban Air,  Caspian Airlines, Meraj Air; any other Iranian carrier or AL-NASER AIRLINES or SKY BLUE BIRD AVIATION / SKY BLUE AIRLINES / SKY BLUE BIRD FZE (U.A.E-based airlines associated with Iran sanctions).  This prohibition applies even if the booking is on behalf of a third-party carrier, including a Joint Venture partner.

Ticketing: Okay to ticket on Delta (006) ticket stock or OAL ticket stock (other than the following prohibited carriers) for travel into or out of Iran provided that the itinerary does not include travel on Iran Air; Mahan Airways; YAS AIR / YASAIR Cargo Airline; Aban Air or any other Iranian carrier or Al-Naser Airlines or Sky Blue Bird Aviation / Sky Blue Airlines / Sky Blue Bird FZE.  May not ticket on Delta (006) ticket stock or OAL ticket stock if the itinerary includes a travel segment on Iran Air; Mahan Airways; YAS AIR / YASAIR Cargo Airline; Aban Air, Caspian Airlines, Meraj Air; any other Iranian carrier; Al-Naser Airlines or Sky Blue Bird Aviation / Sky Blue Airlines / Sky Blue Bird FZE.  This prohibition applies even if the ticket is issued on behalf of a third-party carrier, including a Joint Venture partner. May not ticket on ticket stock of any of the preceding prohibited carriers.

Libya

Booking:  No restrictions 

Ticketing:  No restrictions 

Myanmar (Burma)

Booking: No restrictions

Ticketing:  No restrictions

North Korea

Booking:  Okay to book a passenger on a Delta or OAL-operated flight when the itinerary includes travel into or out of North Korea provided that (1) the itinerary does not include travel on Air Koryo (JS) and (2) the itinerary is ticketed in accordance with the guidelines below.  May not book a passenger on a Delta or OAL-operated flight if the itinerary contains a travel segment on Air Koryo (JS)  This prohibition applies even if the booking is on behalf of a third-party carrier, including a Joint Venture partner.

Ticketing: Okay to ticket on Delta (006) ticket stock or OAL ticket stock (other than Air Koryo) for travel into or out of North Korea provided that the itinerary does not include travel on Air Koryo (JS).  May not ticket on Delta (006) ticket stock or OAL ticket stock if the itinerary includes a travel segment on Air Koryo (JS)   This prohibition applies even if the ticket is issued on behalf of a third-party carrier, including a Joint Venture partner.  May not ticket on Air Koryo ticket stock.

Sudan

Booking:  Okay to book a passenger on a Delta or OAL-operated flight when the itinerary includes travel into or out of Sudan provided that the itinerary does not include travel on Sudan Airways or any other Sudanese carrier and the itinerary is ticketed in accordance with the guidelines below.  May not book a passenger on a Delta or OAL-operated flight if the itinerary contains a travel segment on Sudan Airways or any other Sudanese carrier.  This prohibition applies even if the booking is on behalf of a third-party carrier, including a  Joint Venture partner.

Ticketing: Okay to ticket on Delta (006) ticket stock or OAL ticket stock (other than Sudan Airways or any other Sudanese carrier) for travel into or out of Sudan if the itinerary does not include travel on Sudan Airways or any other Sudanese carrier.  May not ticket on Delta (006) ticket stock or OAL ticket stock if the itinerary includes a travel segment on Sudan Airways or any other Sudanese carrier.  This prohibition applies even if the ticket is issued on behalf of a third-party carrier, including a  Joint Venture partner. May not ticket on ticket stock of Sudan Airways or any other Sudanese carrier.

Syria

Booking:  Okay to book a passenger on a Delta or OAL-operated flight when the itinerary includes travel into or out of Syria provided that the itinerary does not include travel on Syrian Arab Airlines or any other Syrian carrier and the itinerary is ticketed in accordance with the guidelines below.  May not book a passenger on a Delta or OAL-operated flight if the itinerary contains a travel segment on Syrian Arab Airlines or any other Syrian carrier.  This prohibition applies even if the booking is on behalf of a third-party carrier, including a Joint Venture partner.

Ticketing:  Okay to ticket on Delta (006) ticket stock or OAL ticket stock (other than Syrian Arab Airlines or any other Syrian carrier) for travel into or out of Syria provided that the itinerary does not include travel on Syrian Arab Airlines or any other Syrian carrier.  May not ticket on Delta (006) ticket stock or OAL ticket stock if the itinerary includes a travel segment on Syrian Arab Airlines or any other Syrian carrier.  This prohibition applies even if the ticket is issued on behalf of a third-party carrier, including a  Joint Venture partner. May not ticket on ticket stock of Syrian Arab Airlines or any other Syrian carrier.
